Multi-State GST Registration: Master TRN Explained (2026)
Quick Overview

Multi-State GST Registration is a facility introduced by GSTN through an advisory dated 1 October 2026. It lets Normal Taxpayers apply for GST registration in more than one State or UT under the same PAN in a single flow. You select the states, the portal generates a Master TRN, and you enter the common details only once: business details, promoter or partner details, authorised signatory, authorised representative, and goods or services. The Master TRN must be submitted within 15 days. It does not create one national GSTIN. Every state still gets its own TRN, ARN and GSTIN, and you still add the place of business, Aadhaar authentication and documents for each state.

All multi-state registration essentials at a glance:

Launch → GSTN advisory dated 1 October 2026; new tab on the portal homepage Eligibility → Normal Taxpayers only, for now Same PAN → All selected states and UTs must be under one PAN Entered Once → Business, promoter/partner, signatory, representative, goods/services Limit → Only one registration per state per Master TRN Editable → Common details auto-fill in each state TRN and can be changed Approval → Each state reviews its own application and issues its own GSTIN Not Yet Clear → When the 15 days start, what happens on lapse, existing registrants

A Master TRN only speeds up data entry. It is not a registration and not a GSTIN, and GST remains state-wise. Because each state application is still processed on its own, collect the premises proof, NOC and utility bill for every state before you generate the Master TRN. GSTN has not clarified when the 15 days start or what happens if the Master TRN lapses, so plan from the day it is generated. The official advisory is available on gst.gov.in under News and Updates.

The Tax Department has streamlined the process of GST registration for those who want a GSTIN number for multiple states. On October 1, 2026, the GSTN team published a new update related to multi-state registration. This multi-state registration is a GST facility that is specially designed for normal taxpayers.

As per the GST updates, normal taxpayers can apply for GST in more than one state or UT using the same PAN through one Master TRN. Let's take a view on this comprehensive guide to understand how the GST portal facility improves the challenges for Normal Taxpayers who apply for GST registration in multi-state/UTs and how one Master TRN works.

What is Multi-State Registration on the GST Portal?

The GSTN team shared crucial GST updates on the portal on 1st October, 2026. The update starts with the option of " Multi-State Registration" being introduced. However, this new facility for GST registration is only applicable to the “Normal Taxpayers”. As per this new update, the applicable taxpayers can apply for GST registration online for multiple state/UTs simentanesouly. Now, this option is officially available on the GST portal homepage.

During the process, the portal generates the Master TRN. Instead of repeating the same information for multiple registrations, the new “Multi-State Registration” helps you enter the common details only once. It offers one common follow-up rather than applying separate applications for each state and repeating details. Once you submit the Master TRN, the system automatically creates a separate state-specific TRN for each location.

Core Difference: Master TRN vs State-specific TRN vs ARN vs GSTIN

Every term is related to the others but serves a different role during the GST registration process. Understand their role and differences through this table:

How Does Master TRN Work?

Having the master TRN doesn’t mean it's for one GTIN. A master TRN ( Temporary Reference Number) is a centralized application feature that streamlines the GST registration process for businesses operating in multiple states under the same PAN. The working process of TRN is as follows:

  • Universal Filing: Instead of filing a separate registration application for each specific state, the applicable users can apply for the multi-state registration in one unified form on the GST portal.
  • Generate Master TRN: Upon filing the application, the GST portal generates a Master TRN for combined multi-state selection.
  • Common Information Registration (CRI): Once you get the Master TRN, you can use it to enter shared details like legal and business information, partner or promoter details, authorized signatory and representative details, including HSN/SAC codes.
  • Auto-Generation of State-Specific TRN: When you submit the Master TRN (mandatory to submit within 15 days of generation) with common information, the system automatically generates the individual state’s TRN.
  • Complete State-Specific Requirements: Log in to the portal using the individual state’s TRN to submit the local information, such as “Principal Place of Business” and state-specific documents.

Note: A Master TRN only simplifies the complex data entry; it doesn’t create a single nationwide GSTIN for each state/UTs. The application is still reviewed, approved, and issued a GSTIN for each state.

Who Can Use the Multi-State Registration Facility?

As per the new GST updates, the facility of multi-state registration is only applicable for “Normal Taxpayers” who are seeking GST registration for multi-states/UTs under the same PAN. The applicable businesses and services include:

  • Startups
  • Retail Chains
  • Manufacturers
  • Distributors and Logistics Operators
  • E-commerce or D2C Businesses
  • Service Provider
  • MSMEs

Restrictions on Multi-State Registration in India

The limits have been set on the eligibility for multi-state registration on the GST portal. The common area includes:

  • Category for Taxpayers: For now, the multi-state registration facility is only applicable for “Normal Taxpayers”. However, the other taxpayer categories, like TDS deductors, TCS collectors, and non-resident taxable persons, are still required to follow the regular GST registration route.
  • Same PAN Requirement: The application will be rejected if the normal taxpayers share a different PAN for multi-state registration. It is mandatory to share the exact same PAN for the selected State and UTs.

Documents Required for Multi-State Registration

During multi-state registration, the normal taxpayers are required to submit the common information, but state-specific documents are still required to be attached after generating the Master TRN. These are the common documents/ information you need to submit while applying for GST Multi-state registration:

Common Documents

  1. PAN Card: The entity's Permanent Account Number.
  2. Business Constitution Documents: Certificate of Incorporation (for Companies/LLPs), Partnership Deed (for Partnerships), or LLP agreement (for LLPs).
  3. Authorized Signatory Details: PAN and Aadhaar card of the authorized signatory. Board resolution (for companies) or Letter of Authorization/Power of Attorney (POA) signed by the director/partners.
  4. Details of Goods and Services: HSN code or complete description of the goods or services that you intend to operate.

State-Specific Documents

The multi-state registration feature lets you start the application together for different states/UTs, but premise information and Aadhaar verification are still state-specific. Must provide these documents:

  1. Principal Place of Business Proof: If premise is rented/lease, provide the rent/lease agreement along with a No Objection Certificate (NOC) and a utility bill. If the property is owned, you can provide the ownership deed, property tax receipt, and municipal Khata.
  2. Additional Places of Business Proof: If you operate any extra warehouse, branches, or depots located, then provide the rental agreement, NOC, and utility bill.
  3. Bank Account Details: Bank detail proof such as bank statement first page copy, passbook copy, or cancelled cheque. This proof must clearly show the account number, IFSC, and bank branch name.
  4. State-Specific Verification: Aadhaar authentication or e-KYC compliance linked to each respective state application

How to Apply for Multi-State Registration: Step-by-Step

The multi-state registration process is straightforward and completed via the GST portal online. Follow these steps to apply online for multi-state registration:

Step 1: Navigate to the Multi-State Registration Tab

Visit the gst.gov.in portal and look for the Multi-State Registration tab on the GST portal homepage. Tab for further registration.

Step 2: Select State/UTs

An application form opens where you need to select the states/UTs where you want to get a GSTIN and then mention the legal name of your business, as mentioned in the PAN.

Step 3: Enter the Basic Details

Once you select the state/UTs for which you want the GSTIN number, start entering the basic details. In the form, you are required to mention your legal business name, Permanent Account Number (PAN), email address, and mobile number. Complete OTP verification and receive a Master TRN.

Step 4: Fill the Common Registration Information (CRI)

It is mandatory to submit the Master TRN within 15 days of its generation. With the Master TRN, fill in the common information, such as business details, promoter/partner details, authorised signatory, authorised representative, and goods and services.

Step 5: Individual State TRN Generation

The portal automatically fetches the common information and generates the separate TRNs for each specific state.

Step 6: Complete Each State Information

You are still required to mention the separate details for each state, like Principal Place of Business, additional places of business, state-specific information, Aadhaar authentication, and documents. Once completed, the portal generates an ARN (Application Reference Number).

Step 7: Track ARN & Receive Each State GSTIN

With the ARN, you can track the progress of the GSTIN. If any queries are raised, respond immediately to avoid delays. Upon successful approval, you get the GSTIN for each specific state.

The 15-Day Rule: How Long Is a Master TRN Valid?

A Master TRN is only valid for 15 days from its generation. This means that normal taxpayers are required to submit the Master TRN within 15 days to receive the GSTIN for each specific state. However, there is an advisory that the vacant space is still not filled. The GSTN team clearly mentioned the 15-day validity, but several operational details were not clarified. These are the common advisories that have not been stated yet:

  • Not Verified 15-day Validity: It is still unclear when the 15-day validity period starts, immediately upon TRN generation or after creating the state-specific profiles.
  • Lapse consequences: It isn’t clearly mentioned whether expired TRN data is removed or whether you are required to apply from scratch for multi-state registration.
